Next Wednesday the White House is convening a summit on ‘countering violent extremism.’ The details are sketchy — a press release announces that the meeting will “highlight domestic and international efforts to prevent violent extremists and their supporters from radicalizing, recruiting, or inspiring individuals or groups in the United States and abroad to commit acts of violence”.

Meanwhile this week President Obama has asked for a limited three-year extension of war powers in Iraq, with his staff still hoping “to degrade and ultimately destroy” the Islamic State. We’re asking about the long-term plan to solve a long-term problem of grievance and retribution in the Muslim world: is there one? and what does it look like?

In the 14th year of the ‘long war’ in the Middle East, we’re trying to contain a new threat: to catch would-be terrorists before they turn into the Tsarnaevs, or the Kouachi brothers who shocked Paris last month with their assault on Charlie Hebdo, or one of the hundreds of people worldwide who have flocked to Syrian battlefields.

There will be sessions on detecting warning signs on Twitter and Facebook and case studies from Singapore and the European Union. The National Counterterrorism Center has already drafted a checklist that will score families on their vulnerability to political and religious violence, on a sixty-point scale, based on factors like “perceived sense of being treated unjustly,” “witnessing violence,” and “experiences of trauma”. It’s pretty technocratic stuff!

On the other hand, Newt Gingrich, sometimes thought of us as the Republican Party’s thinking man, isn’t beating around the bush in the pages of the Wall Street Journal: we’re at war with radical Islam, we’re losing, and we don’t have a clue how to win. If, as Gingrich suggested last month, the ‘long war’ on Islamic extremism needs a grand strategist like George Kennan, what would the ‘grand strategy’ be?

So set aside the checklists and the so-called “clash of civilizations”. Let’s look at the biggest possible picture. What kind of common sense do we need to break this decades-long cycle of violence and revenge in the Middle East and here at home?

The Armor You Have

If you come to see the emblem of the police department of your small town on the door of a giant armored truck, you'll have seen the end of a long story — the story of America's lurch into and out of what's sometimes called, in Pentagon jargon, the battlespace. Consider the MRAP (Mine Resistant Ambush Protected): in effect, an enormous armored truck.

If you come to see the emblem of the police department of your small town on the large door of an armored truck, you’ll have seen the end of a long story — the story of America’s lurch into and out of what’s sometimes called, in Pentagon jargon, the battlespace.

Consider the MRAP (Mine Resistant Ambush Protected): in effect, an enormous armored truck. A typical model, the Navistar MaxxPro, weighs almost 38,000 pounds — not a tank, technically, but only thirty percent lighter than the Bradley Fighting Vehicles that charged down Iraqi highways in the Gulf War. You can tell an MRAP by its nautical-looking V-shaped hull, high off the ground, a small architectural change that diverts much of the force of explosions coming from below. (The innovation dates to 1960s and ’70s, to the colonial armies of southern Africa, of the 1960s and ’70s engaged in guerrilla warfare against rebels prone to laying mines.)

One Navistar MaxxPro now belongs to the police department of Madison, Wisconsin; there’s another in Watertown, New York. The Georgia communities of Waycross, Cartersville, Doraville, and Newnan each have their own large armored vehicles. In fact MRAPs and machines like them now appear in semi-official photographic tableaux on law-enforcement homepages across the country. Ohio State University has an MRAP; Virginia Tech has one that appears during athletic events, with the Nike “swoosh” logo and the words, “PREPARE FOR COMBAT” across the back. These vehicles look like bigger versions of the ones that gathered redundantly around the Arsenal Mall during Boston’s post-Marathon manhunt last April, and that roll back and forth down Storrow Drive on the Fourth of July.

We may forget that many of these vehicles were built for a military purpose: to endure the kind of explosive that is never detonated in the United States, to win the sort of war that we are supposed to have left behind.

The U.S. Department of Defense called a new wave of MRAPs into being in 2007 in an attempt to counter the improvised explosive device, or IED, which was still wreaking havoc on American forces in Iraq. This was fully two years after a frustrated army specialist—one of thousands who had been asked to prepare for IED attack by, at worst, affixing plywood and sandbags to his Humvee—confronted Secretary of Defense Donald Rumsfeld during a town-hall meeting in Kuwait. His question: “Now why do we soldiers have to dig through local landfills for pieces of scrap metal and compromised ballistic glass to up armor our vehicles, and why don’t we have those resources readily available to us?” Rumsfeld’s reply may serve as the epitaph of the entire war.

Memos from the weeks following show Rumsfeld worrying aloud about armored trucks to Pentagon brass, but quickly he was reassured. No one, he was told, was going to be asked to travel around Iraq without sufficient armor: “They are simply going to change the tactics… That issue ought to be eliminated, one would think.” Two days later, Gen. Peter Schoomaker, the Army Chief of Staff, followed up: the Army would stick with the (supremely vulnerable) Humvee, while it considered whether to buy MRAPs and which ones. Over the next two years, IEDs would continue to kill and maim soldiers — 993 dead, more than 11,000 wounded — unless they were riding in MRAPs. According to one manufacturer, Force Protection, Inc., its model, the Cougar, was hit 3,200 times over five years, but only five of its passengers were killed. It is unclear who to blame for the slow trickle of these vehicles into the warzones through the end of 2006, but it is clear by now that many parties — Secretary Rumsfeld’s office, the contracted manufacturers, and military leadership — share responsibility for the protracted vulnerability of Americans at war.

It was Rumsfeld’s replacement, Robert Gates, who openly embraced the MRAP, ordering more than 15,000 vehicles by the end of 2007 and jumpstarting production. $44 billion was earmarked for the vehicle program in total. This allotment was for the most part separate from the more than $20 billion spent on the Joint IED Defeat Organization, the search for a durable high-tech solution to the roadside-bomb problem which is considered one of the wars’ great sources of waste. Together, the initiatives amounted to at least $64 billion spent in response to a weapon, the IED, that costs around $30 to make.

Across 2007 and 2008, IED and other violence dropped across the board in Iraq, following the surge in troop levels. It is not clear to what extent the late-coming MRAPs played a role, or what good effect they might have had on veterans’ lives or on the course of the American adventure in Iraq if they had been available in sufficient numbers from day one. There are now 10,000 and more of the vehicles in Afghanistan, the graveyard of Soviet tanks.

Now we are witnessing the transfer of these specialized, heavy-duty war machines to domestic law-enforcement agencies of varying size. Under the Defense Department’s 1033 Program, more than 13,000 MRAPs, once sorely needed and now denoted as “excess property”, have been offered to sheriff’s departments, prisons, and campus police for free or for the price of shipping. (Business Insider likened it to buying a preowned luxury sedan with 100,000 miles on the odometer.)

The acquisition program has alarmed both the ACLU, which began a “Towns Don’t Need Tanks” campaign last year, and a more extreme libertarian set online. When the website Infowars reported (erroneously) last year that the Department for Homeland Security was going to acquire 2,700 MRAPs for itself, some posted strategies for disabling the vehicles if they were ever put to use on American citizens in what’s called the “S.H.T.F.” contingency. Recommendations include tipping them over (they have a high center of gravity), leading them into holes hidden under leaves, and blowing them up using homemade IEDs.

Many of the officials acquiring the MRAPs admit the vehicles’ overkill aesthetic. But they’re also clearly pleased, both by their power to intimidate and by the fire-sale price. If they cost nothing, if they were going to be reduced to scrap metal anyway, they are post-consumer material. There can be no complaint of waste no matter how, or whether, the MRAPs are ever needed by the small-town police forces that inherit them. Sheriff Wayne Gallant of Oxford County, Maine (pop. 57,481), whose office received one Navistar MaxxPro, gave a shrug to the Bangor Daily News: “It’s just going to be a safety tool, it’s not going to be used as a patrol unit or anything like that… Maybe it will never be used.”

As soldiers waited in Iraq and Afghanistan, now we wait here — not for the armor-plated rescue vehicle, but for the emergency that could warrant its place in our lives.

Is it a post-traumatic-stress disorder?  What is it doing to our character, our culture, our Constitution?  After a monstrous attack on the American superpower, is there anything like those five stages of individual grief — some version of the famous Kubler-Ross steps: Denial, Anger, Bargaining, Depression, Acceptance?  We’ve been through the flags-everywhere stage, the foreign invasion response, the big build-up of surveillance and eavesdropping, interrogation, with torture – all in the name of security, but do we have a word for the fear we sense inside the new Security State?  Do we have a word for the anxiety that a War on Terror can feed on itself forever? A decade and a half out, are we a different country?

Osama expected to die by violence, as he did.  Sadly, he probably died a satisfied man.  In addition to alienating Muslims and the West from each other, as was his aim, he achieved so many other transformations of the order he sought to overthrow… He catalyzed two wars.  He bears responsibility for the death of thousands in the West and hundreds of thousands in this region.  The unfunded financial burden of the conflicts he ignited has come close to bankrupting the United States.  Indirectly, it is upending the international monetary system.  It has produced recession in the West.  Osama will have been pleased.

Teju Cole: A “Seething Intelligence” on a Long Journey

Teju Cole and Open City, his marvel of a first novel, pull you into a peculiarly contemporary stream of consciousness — of a global mind in motion, coming home to see himself and us, as if for the first time. Born in Michigan of Nigerian parents, Cole was raised in Lagos to the age of 17, then got his college and graduate education (briefly in medicine, then in art history) in the States.

 

Teju Cole and Open City, his marvel of a first novel, pull you into a peculiarly contemporary stream of consciousness — of a global mind in motion, coming home to see himself and us, as if for the first time. Born in Michigan of Nigerian parents, Cole was raised in Lagos to the age of 17, then got his college and graduate education (briefly in medicine, then in art history) in the States. It’s not just the quick resumé that reminds you of Rana Dasgupta — who was born and educated in England, then returned to his father’s country, India, to write stories and the novel Solo, set in the everywhere/nowhere of Bulgaria. Both writers — friends and mutual admirers, both in their mid-thirties — seem to have undertaken a project without borders. Cole tells me he likes to see himself evaluating a scene, he says, like an detective in a cop show: “What have we got here?” First, he looks; then he starts digging. History is the new geography, even at Ground Zero in Manhattan:

This was not the first erasure on the site… The site was a palimpsest, as was all the city, written, erased and rewritten. There had been communities here before Columbus ever set sail, before Verrazano anchored his ships in the narrows, or the black Portugese slave trader Esteban Gomez sailed up the Hudson; human beings had lived here, built homes, and quarreled with their neighbors long before the Dutch ever saw a business opportunity in the rich furst and timber of the island and its calm bay. Generations rushed through the eye of the needle, and I, one of the still legible crowd, entered the subway. I wanted to find the line that connected me to my own part in these stories…

Teju Cole in conversation is sprightly, almost ecstatically musical, well-read and warm. He spins, riffs, notices and links — much as he does on the page. On an effulgent May afternoon in New York we are sitting on the grass, as it happens, before the brick row houses around Henry James’s Washington Square Park. Talk about palimpsests! And Teju Cole, feeling “more alive than on other days,” is peering through the layers and disguises of the scene, picking out evidences of his “open city” transformed.

What we see is an apparently uncomplicated scene of urban leisure on a Thursday afternoon, but all of this is happening in a historical context, and in the shadow of economic uncertainty… Some of the people are here because they’re out of work. You could say to yourself: New York City is an astonishingly diverse place, but we see around us all kinds of evidence of segregation: white students from NYU, and black women of a certain age working as nannies for white babies. We are looking at the American reality under an overlay of innocence…

This city, like many others, is a space that has been pre-inhabited, that contains the stories of people who are gone, who are vanished. We look at their inscriptions and we engage with their monuments, and we walk along their paths: every time you walk down Broadway, you’re walking along an ancient cattle path that was put down by Native Americans who then had an appalling encounter with European invaders and were more or less wiped out. But we still walk down their roads. And those roads themselves, and many of those buildings, were built by slave labor in this city, by people not only whose lives have been erased from the record, but whose deaths, in a way, have been erased from the record. Only recently was the burial grounds of the slaves rediscovered. And even then, most of that burial ground is covered with office buildings now. There’s this essential mystery of life in the city: it contains others who are not us in the present time — I’m not you and you’re not me, maybe we don’t live in the same neighborhood — but it also contains others who are not us, in the sense that so much of it was made by those others.

Teju Cole is opening up, too, about the music that’s written into Open City — for example, the pattern of “doublings” (as in instrumental voices) of characters and cities, themes and phrases (like the air of a man “who had undertaken long journeys”) that recur in different rhythms and harmonies, so to speak. In particular, Gustav Mahler is another of those “vanished” who inhabit Teju Cole’s present and obsess his character Julius, a psychiatry resident about to start his clinical practice. Mahler (death centennial next year) was himself drawn to the “open city” of New York in a tormented late act of a great composing-conducting career. He was, Cole writes, “the genius of prolonged farewells,” in a long series of “final statements,” up to his unfinished Tenth Symphony.

Mahler’s music flows somewhere under Cole’s elegiac novel — “a story,” he calls it, “of mourning, for the feeling this city carried with itself after 9.11.” But what is it, I wonder, we are still bidding farewell? “It’s as if,” Cole says, “after 9.11 we entered a new phase in the life of this civilization. But I think it was also clear that it was the end of something… There’s a strong goodbye element in this novel, too.” The last chapter of the book, we’re noting, has three endings: one at Carnegie Hall, in a Simon Rattle performance of Mahler’s Ninth; another in a view of the stars over Manhattan; the last in a harbor-cruise view of the Statue of Liberty.

There are two “open cities,” it turns out, in Teju Cole’s novel. Julius travels in search of his German mother to Belgium. Brussels is the city which gave Hitler’s troops free passage in World War II and preserved its medieval design but which, by 2006, is half-paralyzed by dread of Muslim immigrants. Brussels is where Julius meets his own double, a Moroccan Islamist of “seething intelligence,” a phone-store clerk who wants to be Edward Said when he grows up. And then there is Brussels’ “double,” New York, open to the deadbeat and the driven, thriving on perpetual renewal, and “saturated with the ominous energies” of its inherited past.

But then a student delighted Teju Cole on a school visit with the thought that his invention Julius — a solitary walker and cool, catalytic conversationalist with a stunning variety of New Yorkers — is himself the Open City.

Teju Cole’s last word with us — very much in that Open City spirit — was about the work ahead: first, a non-fiction account of Lagos (another “doubling,” it seems, of Rana Dasgupta’s work in progress on New Delhi) and then another novel:

“It’s simmering very softly below the surface. I don’t know what it’ll be. I don’t know where it’ll go. But I am going to have to confront Ulysses. We can’t keep pretending it didn’t happen. We can’t keep writing 19th Century novels, you know. We can’t pretend that that amazing unexploded ordnance of a book did not happen.” On the other side of Washington Square Park we hear sounds of kids cheering. “And in the far distance,” Teju Cole closed, as if on cue, “people applaud that idea. So I take it as a sign from the gods.”

Nassim Nicholas Taleb is one of the great wiseguys or wisemen of the moment. Quite possibly both.

For a world that wants better than the fatuous “perfect storm” account of the economic meltdown — or of BP’s gusher in the Gulf, or of 9.11 for that matter — Taleb has revised and extended his cult classic, The Black Swan. His anomalous “black swan” (since swans are by definition white) has three properties: it’s (1) any one of those unforeseen developments that comes (2) with big consequences and (3) a concocted cause-and-effect after-story. In conversation, Taleb is trying to get us to let go of “causes” and fix on the word “fragility.” He is explaining — sometimes elliptically, aphoristically, through metaphors, jokes and old folk wisdom — why “the economic crisis has barely begun,” why indeed we seem to have entered the Age of the Black Swan.

In a Letterman List, our conversation might be reduced to this:

10. Mother Nature is robust. Large modern corporations are fragile.

9. When the big bridge collapses, the “news” interest will be in the last truck that made it over, when the real story should be about the fragility of the bridge.

So the First War probably is the most consequential one, and it came in two volumes…

Simon Schama and Sean Wilentz on “After 9/11: The Long View”

We seek out historians to reveal the present, not the past. (Historian Niall Ferguson — only recently an empire enthusiast — has “The Descent of The West,” in the subtitle of his new doomsday book, The War of the World.)

We will have at the grand historial scheme of things (“Where the hell are we?” and “How did we get here?”) with Simon Schama, historian of the Dutch and British Empires and the most thrilling English-language talker since Churchill; and with Sean Wilentz, a preeminent historian of American 18th and 19th Century democracy who, in Philip Roth’s glowing estimate, “redeems the time he writes about without sentimentality or cynicism and with a deep understanding of every last detail of the American political tradition.”

We want them to play the counter-factual (what if?) game (as Roth did in The Plot Against America, the novel in which the isolationist hero Charles Lindbergh unseated Franklin Roosevelt in 1940, to keep the US out of the war in Europe.) What if Al Gore had been elected in 2000? What if Abraham Lincoln had been president when Al Qaeda struck America? What if Tony Blair had leapt out of the Bush lap before the invasion of Iraq? What if the Bush administration had by now dragged us oil addicts into a tough detox program and led an agonizing recalibration of our role in the world? What if Osama bin Laden had been captured by a concerted police effort in 2002 and been tried and convicted at the Hague in 2003?

Please fire up the conversation with yet more pointed, or more philosophical, what ifs…

And above all, on the day after this fifth birthday of 9/11, help us locate this uneasy moment, this “long war,” as the Pentagon calls it, in a longer story. We live life forward, as Kierkegaard said, but what if it can only be understood backward?

Fear Factor

In this hour we'll examine the post 9/11 culture of fear. How it is perpetuated, how we react to it and what in the world we should really be bracing for. FDR once told us, "We have nothing to fear but fear itself," but is fear now the force that gives us meaning? Do your fears originate from color-coded threat alerts and ever-growing terrorist cells?

We watched the New Year coming in around the world, the mass hysteria of no significance that was the millennial New Year’s Eve celebration. Brilliance flaring across the time zones, and none ignited by bin Laden. Light whirling over nighttime London more spectacular than anything since the splendors of colored smoke billowed up from the Blitz. And the Eiffel Tower shooting fire, a facsimile flame-throwing weapon such as Wernher von Braun might have designed for Hitler’s annihilating arsenal-the historical missile of missiles, the rocket of rockets, the bomb of bombs, with ancient Paris the launching pad and the whole of humanity the target. All evening long, on networks everywhere, the mockery of the Armageddon that we’d been awaiting in our backyard shelters since August 6, 1945. How could it not happen? Even on that very night, especially on that night, people anticipating the worst as though the evening were one long air-raid drill. The wait for the chain of horrendous Hiroshimas to link in synchronized destruction the abiding civilizations of the world. It’s now or never. And it never came.

As soon as we survive an Anthrax scare, or a mad cow craze, or that kitchen sponge suffused with pestilence, another fear-trend dominates the headlines. It’s impossible to escape and even more impossible to determine what fears are real and what are perceived.

In this hour we’ll examine the post 9/11 culture of fear. How it is perpetuated, how we react to it and what in the world we should really be bracing for.
