We’re at home with Stephen Kinzer, the longtime reporter of secret U.S. operations in books like Overthrow and All the Shah’s Men. In a new book, Poisoner in Chief, Kinzer looks at a scientist named Sidney Gottlieb and the notorious “mind control” CIA program he led, MK-ULTRA.

Kinzer’s portrait induces the feeling of a bad trip: We’ve been to a completely different zone we know is there, but we can’t believe. He’s introducing us to the man who brought LSD into this world. Gottlieb’s experiments may have been responsible in part for Billie Holiday’s death, and putting Whitey Bulger on a two-year LSD regimen. At the CIA, Gottlieb was involved with assassination attempts of Fidel Castro and Patrice Lumumba. There are resonances of James Bond and Doctor Strangelove. Or maybe Josef Mengele.

The election of Donald Trump supposedly ushered in a new era of “fake news” and “post-truth” politics. Democracy would die in darkness, we were told, unless we renewed our subscriptions to the traditional organs of real reporting. After all, it was the Washington Post, the New York Times, and the Boston Globe—the venerable old institutions of the Fourth Estate—who brought us those investigative stories, which Hollywood now loves to celebrate: the Pentagon Papers, Watergate, the Spotlight investigations of Boston’s archdiocese and beyond.

But the truth was never really so neatly packaged in newsprint bundles. We tend to forget the decades when the New York Times didn’t seem so noble. We likewise forget the days when people like James Comey, Robert Mueller, and other representatives of three-letter government organizations were responsible for suppressing—rather than revealing—our nation’s unseemly secrets. In order to restore a healthy sense of civic skepticism, we bring you a tale of two truth-tellers:

James Risen is a newspaper guy with a masters in journalism from Northwestern. He spent years covering the auto industry in Detroit and writing business stories in Los Angeles. In 2006 he won a Pulitzer Prize for the NSA domestic spying story that his paper, the New York Times, hadn’t wanted to publish. Now, as a a national security reporter for The Intercept, Risen’s revisiting his own history with the Times and the limits of the Grey Lady’s glory.

Errol Morris is a moviemaker who Roger Ebert bracketed with the cinematic titans Hitchcock and Fellini. As a former private investigator, Morris brings careful scrutiny to the craft of documentary film. His 1985 documentary The Thin Blue Line reversed the Texas murder conviction of a drifter on death row. He would later win an Academy Award for his 2003 film, The Fog of War, which draws out the rueful memory of the Pentagon chief through the Vietnam War, Robert S. McNamara. In between these masterworks, Morris also interviewed Donald Trump—more than a decade before he entered the White House—about his two favorite movies: King Kong and Citizen Kane.

Morris’s new movie for Netflix, Wormwood, is a 6-part serial murder mystery and an essay on truth and how we find it.  The film focuses on Eric Olson, a man who has been assembling clues virtually all his life—from his father’s dug-up grave to the Oval Office of President Gerald Ford in the White House — all to verify his suspicions that his father was killed by the CIA.

This week, the third in a series on our democracy in 2016, we’re discussing what you can’t change with a vote — at least for now.

Change is the electoral mood for now, with Bernie Sanders and Donald Trump’s victories in New Hampshire in the news. But change was the watchword of Barack Obama, too. What is an uneasy electorate asking for seven years later, and why aren’t they getting it?

Michael Glennon has a theory. He’s a former Senate lawyer who today teaches at Tufts’ Fletcher School of Law and Diplomacy. In his book, National Security and Double Government, Glennon wants to explain the durability of national habits like the drone war, crackdowns on journalists, widespread surveillance, and secrecy by getting voters to see our government as split in two.

There’s the traditional front — “The Making of the President,” the State of the Union, the Capitol Hill roll call, the marble columns. But beneath that Madisonian world is a secret 20th-century establishment of bureaucrats, experts, contractors, and civil servants who do a lot of deciding themselves, on matters of national security and surveillance, diplomacy, trade, and regulation. And, in a dangerous and complex empire, their indispensable number and their power grows year after year.

Glennon insists that he isn’t speaking about a shadowy secret government, or the Freemasons. Rather, he’s talking about hypertalented, hard-working people who make their homes in the D.C. metro area, and who draft the memos, legal briefs, and war plans that end up deciding our common future.

The dark-matter influence of this group becomes especially clear when it comes to the stubbornness of the security state: from Harry Truman begging the nation to rethink the privileges of the CIA — an agency he founded — one month after John Kennedy was killed in Dallas (above), to George W. Bush being repeatedly left (like his father) “out of the loop” by the intelligence services, and misled about the nature of the post-9/11 program of torturing America’s prisoners. Or finally Barack Obama, who is reported to have declared, on the subject of drones, “the CIA gets what it wants.” This is the long story of the Castro assassinations, the Church Committee (below), and the torture report.

There’s a chaotic, exciting feeling in the air in 2016 — but should we have to hold our applause for the spectacle and take a second look under the hood of the government itself?

is bracing us to reimagine John F. Kennedy around the 50th anniversary of his “rendezvous with death.” He’s encouraging us to face what has seemed to me a central question — not so much the “Who Killed JFK?” bumper-sticker, but more “Why can’t we know?” The answer, Jim Douglas says, is “unspeakable.” He’s adopting a code-word that the late Trappist monk and author Thomas Merton applied to the eternal enemy, “the void,” darkness iself, “systematic evil that goes beyond the imagination.” Douglass’s “unspeakable” is the multifarious modern Satan which took the form of a movement in the upper reaches of Kennedy’s own national security state to kill the president as he made a radical and inspired turn toward peace. He has written a conspiracy book with a scholar’s footnotes and a theological subtext. And a robust Oliver Stone endorsement.

Douglass’s JFK and the Unspeakable is a meticulous compilation of Kennedy and assassination studies. I came to it late, five years after publication, on the recommendation of friends sharing a precious secret. It’s a shocker that has the air, throughout, of a deeply serious inquiry. Jim Douglass has his own temperate, good-humored air. Born in Canada, he’s lived many years in Birmingham, Alabama as a Catholic Worker peace activist and soup-kitchen friend of the down-and-out, all the while teaching himself how to research and write history.

unspeakable coverThe story, like the book title, has two main axes. Jim Douglass’s JFK is far from the oversold man of “vigah,” the reckless bounder of Camelot. He’s been a sickly, often bedridden child, seared by war in the Pacific, mortally threatened by Addison’s disease. He was “dying all his life,” as Douglass puts it in conversation. “He had a raven on his shoulder.” Over-familiar with the last rites of his church, JFK came to politics and daily life for the “fullest experience possible… able to live on the edge because he was ready to lose it all.” He is making a profound turn in the last year of his life and presidency. Trapped and embarrassed by the CIA’s blundering invasion at Cuba’s Bay of Pigs in April, 1961, then shaken to the core by the near-catastrophic Cuban missile crisis in October, 1962, Kennedy was deep in back-channel dialogs with Nikita Khrushchev by 1963, closer in spirit to the Russian chief than either felt to their own military men. In the definitive American University “peace speech” of June, 1963, Kennedy was searching for a politcal path to ending the Cold War, and astonishingly negotiated and passed a nuclear test ban treaty that same summer. All the while, Douglass writes, JFK was continually reciting a favorite poem, Alan Seeger‘s “I have a rendezvous with Death,” to his wife and his 5-year-old daughter Caroline, who once stunned Kennedy’s national security council by reciting the poem start to finish in mid-meeting. Kennedy himself left behind hand-written notes to himself, quoting Abraham Lincoln: “I know there is a God — and I see a storm coming; If he has a place for me, I believe that I am ready.” This is the man awakening that Jeffrey Sachs celebrated with me at the JFK Library last Spring, but Jeff Sachs declined to connect Kennedy’s turn, or that American University speech, with Kennedy’s undoing. As Jim Douglas remarked to me, “Jeff Sachs wrote JFK without the Unspeakable.”

The other axis of Douglass’s narrative is the secret apparatus of the national security state after World War 2. After the Bay of Pigs fiasco and the forced retirement of CIA chief Allen Dulles, Douglass pictures JFK at sword-points with his spies and special-operations team, also with famous hawks like General Curtis LeMay among the Joint Chiefs of Staff, dismayed that Kennedy hadn’t attacked the Russian bases in Cuba and itching, several of them, to launch a preemptive nuclear attack on the Soviet Union. It’s Douglass’ argument, with a lot of circumstantial evidence behind it, that well into 1963, the security chiefs dug in to protect their power and their worldview. Practiced and proficient in covert coups and “plausible deniability,” they snuffed out John Kennedy with masked forces and much the same sang froid they’d directed against Iran’s young democracy in 1953 and against Patrice Lumumba in the Congo in January, 1961, just days before JFK’s inauguration. “Who Killed JFK?” has always been the wrong question, James Douglass is telling us, because it comes to focus on the shooters.

The question of what killed John Kennedy and why he was killed focuses instead on the evidence we have that the shooters are almost irrelevant. But the system is very relevant… The relation above all of JFK to his government is at the heart of it. The nature of the question will take us so far into what Thomas Merton called ‘the unspeakable’ that we’ll almost feel we’re lost in darkness as we’re seeing the light.

This is the second, not the last, of our Kennedy conversations on the 50th anniversary of his death, and there will be other angles of inquiry. But doesn’t it feel better to open with a writer who challenges so much received opinion and our deepest sentiments about the man and our government?

It is well known that the term ‘Pakistan’, an acronym, was originally thought up in England by a group of Muslim intellectuals. P for the Punjabis, A for the Afghans, K for the Kashmiris, S for Sind and the ‘tan’, they say, for Baluchistan… So it was a word born in exile which then went East, was borne-across or trans-lated, and imposed itself on history; a returning migrant, settling down on partitioned land, forming a palimpsest on the past. A palimpsest obscures what lies beneath. To build Pakistan it was necessary to cover up Indian history, to deny that Indian centuries lay just beneath the surface of Pakistani Standard Time. The past was rewritten; there was nothing else to be done.

Pervez Hoodbhoy is among the eminent cosmopolitan Pakistanis who press two urgent points about today: (1) that the clear and present danger at home is truly scary; that nuclear-tipped Pakistan (not Stone-Age Afghanistan, nor youthful, half-modern Iran) is the epicenter of Islamic extremism; that as Salman Rushdie said in closing a talk at Brown last Spring, “if Pakistan goes down, we’re all f**ked.” And (2) that it might help if Americans and their government understood what most Pakistanis observe: that it was a “CIA jihad” in the late ’70s and ’80s that implanted the virus of killer-force fundamentalism in Pakistan and Afghanistan, in the last battle of the Cold War.

Physicist, film-maker and leading public citizen in Pakistan, Pervez Hoodboy is recounting how Pakistanis, “across the board,” came to hate intrusive America long before today’s drone missiles. 1979 was a turning point when the Soviets invaded Afghanistan and then American arms and Saudi money constructed a counterforce in Pakistan:

You had the CIA bringing in the strongest and most ideologically charged of fighters from across the globe. It was billions and billions of dollars that got pumped into the creation of the mujahedeen, celebrated by Ronald Reagan and Charlie Wilson. You had the CIA distributing millions of Korans in the madrasas of Pakistan and Afghanistan. It was this monster that grew so big that it was out of control. It ate up its master, the United States and now Pakistan… Osama bin Laden and Al-Zawahiri and all these people who are being sought after so eagerly by the United States — these were creations of the CIA.

And now the whirlwind:

PH: I’m tremendously worried about how Pakistani culture is being morphed into something that looks suspiciously like Saudi culture. We used to be taught about the world; we used to be taught about history, geography. Now … everything is regarded through the prism of religion—and a particular variant of the religion. And that is the Saudi, Wahhabi way of looking at things. It’s infiltrated our language. We used to say while parting, Khuda Hafiz, that is, God be with you. Now we say Allah Hafiz. Now there is a subtle difference over here. The Persian God, Khoda, has been replaced by the Arabic God, Allah… There are now burkas everywhere. So, when I teach my class in the University, physics classes, I cannot see half the faces of my women students.

CL: You have seen this face of Islamism that most Americans haven’t. What makes it so powerful, so threatening?

PH: I’m threatened because Islamism threatens to drag us back to the 7th century… After the 2005 earthquake, which affected many areas of Pakistan, there were the mullahs who came out and said: this happened because you were watching television. And so there were thousands of televisions that were broken. After I returned from those areas and went back to my class — I was teaching Atomic Physics and Statistical Mechanics — I said to my students: “You know I have been over there, seen this terrible devastation and we have two duties. One, as Pakistani citizens, is to help our brethren. The other is, as students of science, we have got to tell these people that is was not the wrath of god. It wasn’t that people were sinful that the earthquake happened. It happened because tectonic plates were moving on a fluid surface of the earth and this is how mountains grow… And there was outrage in the class, against me. They said: but Professor, don’t you know that it is written in the Koran that this is how God punishes doers of bad. At the next class, I got exactly the same response. A few students later on came to me and said to me: Professor, we are really sorry; we thought you were right, but we couldn’t speak up. kwame

Russ Baker: “on assignment… but not ours”

A perceptual gap is at the essence of the Bush enterprise. The actuality has tended toward wars for resources and the preservation of class prerogative, all abetted by secrecy, intimidation and the dark arts of both psychological and covert ops. The appearance has been of a genial Poppy and a born-again if bumptious George W. …

What Poppy had done quietly, even furtively, W. often did with the swagger of the entitled prince. The result was a government that in essence was not unlike those of third-world oligarchs — a vehicle for military dominance and bountiful favors for supporters and friends. The ruler would preside unchallenged. Dissonant truths would be suppressed, and the tellers of them banished.

Who were those masked men, after all, “41” and “43”? They were spooks, Russ Baker reports, persuasively enough. They were our version of Vladimir Putin. Men “on assignment,” as he says in conversation, “but not our assignment.” They were political operators in service for generations to the “extractive” industries (oil, gold and other minerals) and the CIA. For all the cute speculations about an Oedipal rift between Poppy and “W,” they were always more like than different. The essential outlines were obvious from afar.

Baker says his main questions came into focus when he was teaching journalism in the former Yugoslavia five years ago, and people kept asking him: who are these Bushes, really? Telescope once again beats microscope for the best take on politics. If our 2000 presidential election had unfolded in Zimbabwe, I note, we would have seen the essentials: son of ex-prez (and ex-spy chief) in dead-heat election takes power on disputed votes from a province run by his brother, and on a “supreme court” ruling by judges his daddy appointed. We’d have recognized the game, and we’d not have called it democracy in action.

So much of the long Bush story flunks the “if it had happened in Zimbabwe…” test. The 2004 “war-time” reelection, for example, without debate on the war, against a weak opponent from the secret brotherhood of Skull-and-Bones. The war on Iraq, more egregiously. As if Zimbabwe, sneak-attacked from the general direction of Zambia, had turned and invaded oil-rich Angola — not for the oil, of course, but to “bring freedom” or “spread democracy”.

George H. W. Bush is the rare ex-president who has not produced a serious memoir or authorized a detailed biography. George W. Bush will likely be another. Through a long, murky career, Russ Baker notes, “Poppy always had perfect cover.” Yet the labels on both father and son were always beyond belief. Really compassionate? Really conservative? Real patricians? Real ranchers? Real Christians? Real Texans? “Real Texans,” as the sainted Mollie Ivins used to say, “don’t use ‘summer’ as a verb.” We can’t say we were outright fooled by the cover stories, but we didn’t have a plausible real one to repair to. It’s too late, of course, but Russ Baker’s earnest inquiry helps fill an abysmal gap.
